The Background
To modernize outpatient medicine benefits under PhilHealth’s YAKAP program, we developed PhilHealth GAMOT (Guaranteed and Accessible Medications for Outpatient Treatment) as a digital healthcare solution designed to improve access to essential medicines for Filipinos.
This platform streamlines patient registration, benefit claiming, budget allocation, and prescription management while integrating pharmacy and laboratory operations. This supports YAKAP’s preventive care by providing eligible outpatient members and their dependents with access to up to ₱20,000 worth of free medication annually across 75 types.
The Challenge
PhilHealth needed a standardized system for the rollout of its expanded healthcare benefit program under the YAKAP initiative. The following are the identified challenges:
The Solution
ThinkBIT, in partnership with PhilHealth and the Asian Development Bank, developed PhilHealth GAMOT, a comprehensive web-based application to facilitate end-to-end processing of free medicine under the YAKAP program, from prescription until disbursement. This system integrates multiple services into a single platform.

The Insights
The launch of the Philhealth GAMOT web application delivered efficiency in disbursal and accessibility to medicines.
It also improved access to healthcare benefits, enhanced budget transparency, provided better coordination accross stakeholers (doctors, pharmacies, and laboratories), and improved the proram scalability of YAKAP.
